Use a Deep Blue Cardstock for the base of this layout.
Cut White Cardstock 11" x 11". Using the Corner Maker, round each corner. Adhere to the center of the base.
Crop a 4-3/4" x 6-1/4" photo. Round the corners. Adhere to Deep Blue Cardstock and trim, leaving a thin border. Round corners. Adhere matted photo to the layout, approx. 1/2" from the top and right side of the White Cardstock.
Cut Cranberry Basic Decorative Cardstock to measure 5-3/4" to the side point.
Using the CCS Small Circle Pattern (inside of template) and the Red Blade, cut 27 circles. 10 from Deep Blue Cardstock, 10 from Cloud Cardstock and 7 from White Cardstock.
Using the CCS Small Circle Pattern (inside of template) and the Green Blade, cut 27 circles. 12 from Cloud Cardstock, 6 from White Cardstock, 5 from Deep Blue Cardstock, 4 from Cranberry Cardstock.
Using the CCS Small Circle Pattern (inside of template) and the Blue Blade, cut 26 circles (the sample layout shows one in the far left row with only 2 circles). 10 from Cranberry Cardstock, 7 from Deep Blue Cardstock, 7 from Cloud Cardstock and 2 from White Cardstock.
Layer and adhere the circles in random order. Adhere the layered circles to the Decorative Cranberry Cardstock. Using an All-Purpose Scissors, trim off the excess. Adhere the Decorative Cranberry Cardstock to the layout, as shown.
Journal on Cloud Cardstock, cut into strips and adhere below photo.
Using Swirly Monogram Stickers (white) apply title below journaling. Use a Navy Fine-tip Pen to trace around each letter.

I'm not sure the time spent punching that many circles out would be worth the effort when one could simply use a piece of patterned paper for the same effect and get more pages completed!

My first thought was the same as Maureen's, but looking closer at the page, it is obvious that Jen was making the same pattern design that is on the little girls dress. I think it's adorable!
